Dr. Burns is a magna cum laude graduate of the University of Minnesota School of Law, holding a Juris Doctorate. His academic journey started at Rensselaer Polytechnic Institute, where he earned a Ph.D. in Biomedical Engineering and an M.S. in the same field. As a Presidential Scholar at Case Western Reserve University, he achieved a B.S.
